Each of these pages sets out the real trade-offs between two options that homeowners in this area are genuinely choosing between, with the numbers from the current Cost Index, the climate and soil facts that apply here, and the association angle where one exists. None of them concludes that one option is always right, because none of them is.
What they do instead is name the conditions under which each option wins. Concrete beats pavers on a large area with a tight budget and a well-drained lot; pavers beat concrete on a lot with a drainage history, mature trees or an association palette already built around them. A textured coating beats a paver overlay on a sound deck where budget matters; a paver rebuild beats both where the elevation or the drainage has to change. Reading the conditions and matching them to your lot is the point.

It will not answer the question it cannot answer honestly, which is whether one material adds more resale value than another in this market. We have no local sales data that would support a claim either way, and inventing one would be the easiest thing on this site to get away with and the least defensible.
Three of these decisions cannot be settled by reading. Whether your existing slab can carry an overlay depends on a tap test and a string line, not on a table. Whether pavers are worth the premium on your lot depends on the drainage history of that lot. And whether a material is approvable depends on a document your association holds rather than on anything general about the material.
So each page states plainly where the reading ends and a site visit or a document begins. That is the boundary we try to draw across this whole site: publish everything that is knowable in advance, and be explicit about what is not. A comparison that claimed to settle all three would be easier to write and worth less.
Asphalt against concrete for a residential driveway, because asphalt is uncommon on residential lots in this market and we do not install it, so we would be comparing one thing we do against one we do not. Gravel against concrete, for the same reason on all but the most rural parcels. Poured concrete against a concrete overlay on a new installation, because an overlay is a renewal product rather than a new surface.
And any comparison that turns on resale value, because we have no local sales data that would support a claim and every published figure we have found on the subject traces back to a national survey with no Osceola County component. It is the single easiest claim to make in this trade and the least defensible, which is why it appears nowhere on this site.
