Driveways in BVL →Buenaventura Lakes was platted and built by Landstar Homes from the late 1970s through the early 1990s on unincorporated Osceola County land between Boggy Creek Road and Simpson Road. The driveways were 4-inch slabs on unprepared sand, and after 35 to 45 wet seasons most have cracked into panels with a step at the garage. Replacement in concrete or pavers goes through the county driveway permit (§22-50.6, 24-foot maximum), and there is no HOA on most streets.
When the old slab comes out we usually find no base at all: the concrete was poured on graded Smyrna or Myakka fine sand, which holds a water table about 12 inches down in summer. Forty years of that cycle, plus a downspout aimed at the slab edge, is the whole story of the cracked panel at the garage and the settled apron. The good news is that the sand itself is fine to build on once it is proof-rolled and a 4-inch compacted limerock base goes in; we rarely need imported fill in BVL except where a lot backs onto one of the retention lakes. Two other BVL specifics: many lots have live oaks planted in the 1980s that are now lifting walks and the driveway edge, and many homes have been widened or had a second driveway ribbon added without a permit. We check the total width against the county's 24-foot rule before we quote a widening, and we route walks around the oaks or install a root barrier (Live Oak Roots and Driveways: What Lifts a Slab and What to Do).
Unincorporated Osceola County: a county driveway permit is required for construction or widening of a residential driveway, width is capped at 24 feet without a conditional use, and the Building Office at 1 Courthouse Square (407-742-0200) reviews residential applications in about 3 to 5 days. Jobs of $5,000 or more need a recorded Notice of Commencement. Patios and pads outside setbacks are flatwork; HB 803's $7,500 exemption may apply with a written request.

Most BVL owners replace in concrete: it costs less, matches the street, and there is no HOA pushing pavers. A 4-inch broom-finish drive with fiber and edge rebar on a real base will outlast the original by a wide margin. Pavers make sense when the owner wants the look, plans to widen later, or has a drive that will keep seeing utility work; the trade-offs are in Concrete vs. Pavers. Resurfacing is rarely the right answer here because the slabs are moving, not just worn (Resurface vs. Replace).

Buenaventura Lakes is a Landstar Homes development built out from the late 1970s through the 1990s in unincorporated Osceola County, with a Kissimmee mailing address and the 34743 ZIP. Because it went in as a single programme, the flatwork across whole streets shares a construction date, a specification and a failure mode, and neighbours tend to reach the same decision within a year or two of each other.
The specification was roughly four inches of concrete on graded native sand, wire mesh laid on the ground rather than chaired, and shallow or absent control joints. On Smyrna and Myakka fine sand with a wet-season water table around twelve inches and downspouts discharging at the slab edge, that has produced the stepped garage panel and the cracked apron we are called out for almost every week.
Whatever a homeowner decides about the driveway itself, one thing is worth doing immediately and costs very little: get the roof water away from the slab edge. Extended downspouts, a splash block that actually directs water, or a short drain line to the swale removes the cause of most panel settlement here. Doing it before a replacement protects the new slab; doing it instead of a replacement slows the deterioration of the old one.
The second cheap item is sealing tight, level cracks so water stops entering the base through them. The third is grinding any trip lip on the front walk, which on a rental property is a liability item as much as a maintenance one. None of those is a substitute for a replacement when the slab has gone, but all three buy time and none of them is wasted afterwards.
