Driveways in Harmony →Harmony (2003–, a conservation-minded community on US-192 east of St. Cloud with its own CDD), the Narcoossee Road corridor (Nova Grove, Bridgewalk, Del Webb Sunbridge, Weslyn Park and the rest of Tavistock's Sunbridge, 2015–2026) and the older Narcoossee ranchettes share unincorporated Osceola County permits and some of the wettest ground in our area: EauGallie and Smyrna fine sands cut by Basinger lows where the water table is at the surface in summer. New-construction patios, driveway extensions, RV and boat pads and first sealing of builder pavers are the work.

Unincorporated Osceola County for Harmony and the Narcoossee corridor: county driveway permit for new or widened drives with the 24-foot limit (§22-50.6), Building Office at 1 Courthouse Square (407-742-0200), 3- to 5-day residential plan review, Notice of Commencement at $5,000 or more. Some Sunbridge phases carry St. Cloud addresses and utilities; the permit finder and a call to the Building Department settle which office applies.

This is the low, flat east side of the county: EauGallie fine sand (42,853 acres in Osceola), Smyrna, and Basinger fine sand in the sloughs, with a wet-season water table from the surface to about 12 inches (USDA Soil Data Access). Slabs are built on compacted fill above the seasonal high water with positive drainage to a swale; a pad set flush with the lawn sits in water every June. Ranchettes on wells and septic have two extra rules: no concrete over the drainfield (Septic Drainfields and Driveways on Rural St. Cloud and Harmony Lots) and expect iron staining from irrigation (Rust Stains From Well-Water Irrigation: Identify, Remove, Prevent). Long rural driveways need truck access checked before the pour; a mixer will not cross a wet pasture.

This part of eastern Osceola County covers three quite different things. Harmony, planned from 2003 with a conservation ethos, generous lots and a dark-sky lighting standard. The Narcoossee corridor along Narcoossee Road, where Sunbridge and Weslyn Park have been building since around 2021. And the working rural parcels around and beyond them, on Nova Road, Jones Road and out toward Holopaw, where driveways are measured in hundreds of feet and septic systems and wells are the norm.
All three are unincorporated Osceola County for permitting, which means the county driveway permit and the twenty-four foot width cap apply to driveway work, and the Building Office at 1 Courthouse Square reviews residential applications in about three to five days.
It is natural to assume that large rural lots drain better than suburban ones. East of St. Cloud the opposite is often true. The soil map units out this way include EauGallie and Basinger fine sands and, in the low areas, depressional phases that sit at or near the surface through the wet season. A long driveway will frequently cross more than one of them, which is why a single rate per square foot across a rural run produces a slab that dips where the ground is worst.
Access is the other rural constraint that gets underestimated. A loaded mixer weighs over thirty tons and needs a firm route, working clearance and somewhere to turn, and the culvert at the county road has to carry it. We walk the whole route at the site visit and price a pump truck or buggies where it will not work, rather than discovering it with a truck idling at the gate.
