Four inches of 3,000 psi fiber-reinforced concrete on 2 inches of compacted base, joints every 4 to 5 feet, a cross-slope of ⅛ to ¼ inch per foot so water runs off the walk and not along it, and a ½-inch expansion joint where the walk meets the driveway, the stoop or a public sidewalk. Right-of-way sidewalk sections follow the jurisdiction's detail, which in Orange County means 6 inches of 3,000 psi with no steel.
Walkways fail at the edges and at trees. Edges chip when the form is pulled before the concrete has set, or when sod is laid so the walk edge is unsupported; we tool a radius and leave the form on overnight. Permits for walkways and public sidewalk
A private walkway on your lot outside the setbacks is flatwork that generally needs no building permit in Kissimmee or unincorporated Osceola County; St. Cloud sends sidewalk pavers to Public Works and reviews poured work case by case. Any sidewalk in the public right-of-way is different: inside Kissimmee it is the Engineering Division's Driveway / Sidewalk Construction application; in Osceola County it falls under LDC 4.12.2 right-of-way rules; in Polk County sidewalks in the right-of-way need a permit.

Narrow walks cost more per square foot than patios because forming is the same on both sides for a third of the area. Replacing a single lifted public sidewalk panel is a minimum-charge job; two or three panels together cost far less each.
Width, route and the things that make a walk feel right
Three feet is a path. Four feet is a walkway two people can use. Five feet is what a public sidewalk detail usually calls for. Those numbers matter more than they sound, because a three-foot front walk on a house with a wide façade looks like an afterthought, and a five-foot walk on a small bungalow looks like a runway. We mark the outline in paint and look at it from the street before anything is priced.
Route matters as much as width. A walk that runs straight from the driveway to the door is efficient and often ugly; one that curves for no reason is worse. The rule that works is to follow the line people already walk, which is usually visible as a worn track in the grass, and to widen slightly at the door so there is somewhere to stand while it opens. Steps get a consistent rise; a flight where one riser differs by more than about a quarter inch is a trip hazard and it is always the odd one that catches people.

Right-of-way sidewalk work, which is its own thing
The sidewalk crossing your frontage belongs to the jurisdiction even though you maintain the grass either side of it, and replacing a panel in it is a different job from replacing your private walk. It follows the jurisdiction's detail for thickness, mix, width, cross-slope and jointing, it has to meet accessibility requirements for slope and surface, and it needs the right-of-way approval before any saw touches it.
Orange County's published detail, for example, requires a minimum width for longitudinal driveway cuts and restoration consistent with the applicable accessibility standards. Inside Kissimmee it goes through the Engineering Division's application. In unincorporated Osceola it falls under the right-of-way provisions of the Land Development Code. We handle the approval as part of the job and price the sidewalk section separately from the private walk, because the two are built to different requirements.
