Polk County's Building Division FAQ: permits are required for 'concrete slabs adjacent to a principal or accessory structure, intended for support of a structure, elevated slabs, sidewalks and portions of driveways in the right of way or within the minimum setbacks'; all slabs must meet setbacks except sidewalks and driveways; pavers within setbacks or adjacent to structures must meet the codes. For pavers in the right-of-way the owner records a notarized Concrete Driveway Paver Release Form (PD BLD 40) accepting maintenance and indemnifying the county. Offices: 330 W. Ridge sand
Davenport is on the Lake Wales Ridge: Candler sand (0 to 5 percent slopes) is the dominant map unit around it, with Tavares and Astatula sands nearby (USDA Soil Data Access, FL105). It drains so fast that a base placed dry never densifies; we wet the subgrade and each lift of limerock before compacting and probe the result. It also means fewer drainage problems than Kissimmee and no water table to raise a slab above, except in the low ground around Lake Davenport and Loughman's Reedy Creek side. A small city inside a much larger unincorporated area
The City of Davenport is compact, and most addresses with a Davenport mailing address sit in unincorporated Polk County rather than inside the city. Providence, Solterra, the Loughman area and much of the development along Ronald Reagan Parkway and US-27 are county, permitted through the Polk County Building Division out of Bartow or the Northeast Government Center in Lake Alfred. Inside the city limits it is the city's own department.

Ridge sand, and the base method it demands
Davenport sits on the Lake Wales Ridge, where the dominant soils are Candler and Astatula sands: deep, single-grained and excessively drained. The water table is far below anything flatwork cares about, which removes the saturation problem that dominates Osceola County and replaces it with a compaction problem.
Dry ridge sand shears under a compactor instead of densifying. A base built dry looks finished, passes a visual inspection and consolidates the first time a heavy storm soaks it, which settles the slab or the paver field in its first wet season rather than its tenth. Wetting each lift before compaction and probing after it is the method that works, and it is the single most useful thing to ask a contractor about on this side of the county line.
