Celebration's Architectural Review Committee
The Celebration Residential Owners Association's Architectural Review Committee meets on the third Monday of each month, unless posted otherwise, to review recently submitted applications. Current Design Guidelines and applications are available to owners on the Celebration Front Porch (celebration.fl.us, under the CROA tab with an owner login) and from the Association's offices at Town Hall, 851 Celebration Avenue, Celebration, FL 34747, 407-566-1200 ext. 2206, townhall@ciramail.com.
What we verified and what we did not
Verified on celebration.fl.us: the committee's monthly third-Monday schedule, the Town Hall contact, and topic-specific published Design Guidelines (ceiling fans, gutters and downspouts, street trees and easement modifications, common-area signs). Not verified by us: the driveway, paver, patio and pool-deck sections of the Design Guidelines, which sit behind the owner login. Third-party installer pages describe approved patterns, a narrow color palette, village-specific accents and a 6-inch driveway base; we do not repeat those as CROA rules. Ask Town Hall or download the current section from the Front Porch before choosing material, and send it to us; we will build the packet to it.
How a Celebration job goes
- You (or we, with your login) pull the current Design Guidelines section for the work.
- We prepare the application: site plan or survey markup, product, color, pattern, edge or border detail, a physical sample, a drainage note.
- Submit before the agenda deadline for the third-Monday meeting.
- Osceola County permit after approval: driveway permit for a new or widened drive (§22-50.6, 24-ft maximum); flatwork rules for patios and overlays.
- Work, then the closeout letter for your file.

A monthly meeting is the scheduling constraint
Celebration's architectural review committee meets on the third Monday of each month unless otherwise posted, and that cadence sets the timeline for every project in the community. A complete application submitted in good time is considered at the next meeting; an incomplete one waits a month. There is no practical way to shorten it, so the sensible approach is to assemble everything before the first submission rather than iterating across meetings.
Completed applications go to the Town Hall at 851 Celebration Avenue, and the office can be reached on 407-566-1200 extension 2206. Owners also have access to the community's own resident portal, where the current guidelines and forms live.
What gets reviewed that owners do not expect
Three things catch people out. Joint sand colour, which reads strongly across a driveway field at a distance and is part of the appearance the committee is considering. Border and edge details, which are not just a design flourish but part of the approved treatment. And the transition where a private walk meets the public sidewalk, which has to hold the existing elevation and alignment.
The other point worth knowing is that villages carry their own accents within the community framework, so an approval granted for a house in one village is not a precedent for a house in another. We submit for the specific address with photographs of the existing condition, which is what the committee is actually comparing against.
Working hours and neighbour notice
Compact lots, alley access and a walkable street pattern mean construction here is closer to neighbours than in most subdivisions. Where the community sets permitted working hours, those govern, and they are worth confirming before scheduling a seven o'clock delivery.
Beyond the rules, we tell the immediate neighbours the day before we start on any job that will occupy an alley or a shared frontage. It is not required by anything and it prevents almost all of the friction that these jobs otherwise generate.
