Driveway and sidewalk permits inside Kissimmee city limits

Residents and property owners requesting updates to existing roads for driveway access or sidewalk construction within City of Kissimmee limits apply online through the City's EnerGov portal, selecting 'Driveway / Sidewalk Construction' as the request type. Plan review takes at least two business days after submission; the permit is issued at least two business days after the fee is paid. Any work within the right-of-way needs Public Works & Engineering approval.

The process, step by step

  1. Confirm the address is inside city limits and not on a county or FDOT right-of-way (the city's own first step). The finder below checks the city boundary.
  2. We open the application on the EnerGov Citizen Self Service portal, select 'Driveway / Sidewalk Construction', enter the address, specify driveway access, sidewalk or both, attach a photo and a site sketch.
  3. City staff follow up with the document list for the scope ('the City requires different documents depending on the work being done'); we supply them.
  4. Plan review: allow at least 2 business days.
  5. Fee communicated by email after approval, paid through the permit lookup tool; permit issued at least 2 business days after payment.
  6. Work, inspections, closeout; you get the permit number.

What we could and could not verify

Not verified: a published maximum residential driveway width for the city (the Land Development Code is rendered on Municode and was not readable in our check), and a published flatwork exemption list for detached patio slabs. City: downtown and the Lake Tohopekaliga lakefront, the Vine Street (US-192) corridor, the John Young Parkway and Osceola Parkway annexations, Kissimmee Bay, Remington, and most of the newer commercial corridors. County: Buenaventura Lakes, Bellalago, the Pleasant Hill Road corridor, Poinciana, Celebration, Harmony, Narcoossee, Reunion, ChampionsGate. Process

What the application actually involves

The city's Driveway and Sidewalk Construction application is submitted through the EnerGov Citizen Self Service portal rather than on paper. What goes with it is a site plan showing the existing and proposed driveway with dimensions, the property lines and the right-of-way, details of the apron and any sidewalk crossing, and the contractor's information. Plan review takes at least two business days, and once the fee is paid the permit issues at least two business days after that, so a realistic minimum from submission to permit in hand is about a week.

Work in the right-of-way needs Public Works and Engineering approval alongside the building side, which is why the Engineering Division on the third floor at 101 Church Street on 407-518-2278 is the contact for driveway questions rather than the building counter. The city line is not where people think it is

Kissimmee's boundary has grown by annexation along John Young Parkway, Osceola Parkway and the 192 corridor, leaving unincorporated pockets inside what looks like the city and large residential areas with Kissimmee addresses that are entirely county. Buenaventura Lakes is county. Most of the Pleasant Hill Road corridor is county. Parts of streets are split.

Because filing with the wrong office means starting again rather than being redirected, we resolve the parcel before preparing anything. The permit finder does it from an address against the Census city boundary, and for anything within a few hundred feet of the line we call the office rather than trusting the polygon.
