The conditions are where attention is needed. Pavers have to sit flush with the connecting driveway, walkway or roadway, so the transition at the street and at the garage cannot have a lip. Any walkway adjacent to the dwelling is limited to two feet in width unless the board approves otherwise. And approval has to be in hand before work starts.

Base depth on a lot with a fifty-year-old drive
Replacing a 1970s concrete driveway with pavers in Villages 1 through 6 means removing the slab, and what is underneath is not a base. It is the original sand with whatever the last fifty years of roof water has done to it, usually including a washed channel along one edge. That material has to come out to full depth, soft pockets have to be replaced with structural fill compacted in lifts, and then the six inches of limerock goes in.

The consequence is deeper excavation and more spoil to haul, which is a real line in the quote rather than an oversight. A paver driveway installed at the existing grade without that excavation sits proud of the street, creates a lip at the garage and at the road, and does not meet the criterion. It is one of the more common reasons a paver job in Poinciana fails inspection by the board rather than by the county.
