Building above the water
This is the county's low east side: EauGallie fine sand, Smyrna, and Basinger fine sand in the sloughs, with a wet-season water table from the surface to about 12 inches (USDA Soil Data Access, FL097). A driveway poured flush with the lawn sits in water every June and settles unevenly by the third summer. We set the slab on compacted fill 4 to 8 inches above the seasonal high, slope it to a swale, and run downspouts past the edge; on the newest lots in Weslyn Park and Nova Grove the builder's grading usually gives us the elevation, on the ranchettes we build it. Spec: 4 inches of 3,000 to 3,500 psi with fiber and #4 edge bars on 4 inches of compacted limerock, or 6 inches with a grid where boats and trailers park, which on ranchettes is standard (Paver Base on Flatwoods Sand vs. Ridge Sand: Osceola and Polk Are Not the Same).
Permits, septic, access
Osceola County driveway permit for construction or widening under §22-50.6, 24-foot maximum, Building Office 407-742-0200; Harmony's HOA and the Sunbridge associations review visible changes; some Sunbridge phases carry St. Cloud addresses and are confirmed with the city (Unincorporated Osceola County, City of St. Cloud, Permit & Jurisdiction Finder). Every ranchette drive is routed clear of the septic tank and drainfield from the county record (Septic Drainfields and Driveways on Rural St. Cloud and Harmony Lots), and truck access across pasture and culverts is checked before we quote; a pump or buggy is priced if a 30-ton mixer cannot reach.
A Narcoossee ranchette drive
200-foot drive, 12 feet wide (2,400 square feet) from Jones Road to a garage, over ground that floods in June. Fill and compaction to raise the profile ($3,500 to $6,000 priced separately), 4 inches of limerock, 4-inch slab with fiber and edge bars at $8.50 to $13.50 ($20,400 to $32,400), 6-inch turnaround for the boat trailer, swale both sides. Do Harmony and Sunbridge lots have drainage problems for driveways?
The ground does: EauGallie and Basinger sands hold water at or near the surface for weeks each summer. The builders' lot grading in Harmony, Weslyn Park and Nova Grove usually keeps the driveway above it; the problem shows up on extensions and on ranchettes where the drive runs through low ground. The fix is elevation and a swale, not thicker concrete, and it is priced as fill in the proposal.

Long drives, big lots and where the truck can go
Harmony was planned from 2003 with a conservation ethos and generous lots, and the newer Sunbridge and Weslyn Park communities along Narcoossee Road have continued the pattern from 2021 onward. Between and around them are working rural parcels on Nova Road, Jones Road and out toward Holopaw with driveways measured in hundreds of feet rather than tens.
On a long rural drive the concrete is the straightforward part. The questions are whether a loaded mixer can reach the pour, whether it can turn around without using the neighbour's field, whether the culvert at the county road will carry thirty tons, and where the septic tank and drainfield sit. We walk the whole route at the site visit, and where the truck cannot reach we price a pump truck or concrete buggies as a line item rather than discovering the problem with a truck idling at the gate.
Soils east of St. Cloud are wetter, not drier
It is tempting to assume that large rural lots drain better than suburban ones. East of St. Cloud the opposite is often true. The map units out toward Harmony and Holopaw include EauGallie and Basinger fine sands and, in the low areas, depressional phases that sit at or near the surface through the wet season. A hundred-foot driveway will frequently cross more than one of them.
Practically that means a long drive is rarely a single specification. The sections crossing low ground get raised on structural fill with a swale alongside; the sections on higher ground get the standard base. Pricing a long rural drive at one rate per square foot ignores that, and the resulting slab dips where the ground is worst. Our proposals break the run into sections with the treatment for each.
Pricing a long drive in sections
A hundred and fifty foot driveway is not one job at one rate. It typically crosses more than one soil condition, may cross a swale or a culvert, and often changes width between the road entry, the run and the parking area at the house. Quoting it at a single rate per square foot produces a number that is wrong in both directions: too high for the easy sections and too low for the difficult ones.
Our proposals for rural drives break the run into sections with the base treatment, thickness and any fill stated for each, plus separate lines for the apron at the county road and the turnaround. It is a longer document and it is the only way the total means anything.
