Builder pavers in Narcoossee, Sunbridge and Anthem Park

The 2015–2026 communities along Narcoossee Road were built with paver driveways set on 2 to 4 inches of base by production crews working through the rainy season, and by year five many have a dip at the garage, a rolled outside course where edge restraint was skipped, and joints that lost their sand to ants. The fix is the lift-and-relay: pull the pavers, rebuild the base to 6 inches, reset the same units, add restraint on the base, re-sand with polymeric (Paver Repair). Where the whole field has moved we rebuild from the subgrade. First sealing at 60 to 90 days is the other job the builders leave undone (Paver Sealing & Cleaning in St. Cloud).

Permits and the apron

The city's Permit Information page lists 'pavers for driveways/sidewalks (refer to Public Works)' among items that do not need a building permit, and any work in the right-of-way needs Public Works and Engineering approval; the apron at the street is where those two meet, and most jurisdictions want it poured in concrete rather than pavers. Outside the city, Osceola County's driveway permit under §22-50.6 covers a paver driveway and the 24-foot width limit applies. A rebuilt two-car driveway in Anthem Park

480 square feet of builder pavers dipped 2 inches at the garage and rolled along the lawn edge, 2018 installation. Pavers lifted and stacked, 2 inches of failed base removed and replaced with 6 inches compacted in lifts, spiked aluminum restraint on the base, same pavers reset with 12 cut replacements from a matched lot, polymeric sand, seal at 60 days. Do driveway pavers need a permit in St. Cloud?

Not a building permit inside the city: the city's own list refers driveway and sidewalk pavers to Public Works, and work in the right-of-way (the apron) needs Public Works and Engineering approval. Outside the city line, a paver driveway is a driveway under Osceola County §22-50.6: county driveway permit, 24-foot maximum width. Your HOA's approval comes before either.

Approvals

The city sends paver driveways to Public Works

St. Cloud publishes a list of work that does not need a building permit, and pavers for driveways and sidewalks are on it with a note to refer to Public Works. That is not the same as needing no approval. Public Works and Engineering reviews anything in the right-of-way, which includes the apron where your drive meets the street and any sidewalk crossing, and they care about the apron detail, the sidewalk elevation and drainage at the gutter line.

In practice this makes a St. Cloud paver driveway a little simpler than the same job in unincorporated Osceola, where the county driveway permit and the twenty-four-foot width cap apply. It also makes it easy to get wrong, because a contractor who has only worked the county side will file the wrong paperwork and lose two weeks. Base depth on a lakefront lot versus a Narcoossee lot

Six inches of compacted limerock in two lifts, one inch of screeded bedding sand, eighty millimetre pavers on a driveway, a concrete or spiked edge restraint and polymeric sand in the joints. That is the specification everywhere, and what changes across St. Cloud is what sits under it.

Toward the lake, the subgrade is wet for months and has to be proof-rolled and, in low spots, raised with structural fill before any rock goes down. Out toward Narcoossee and Sunbridge, the newer subdivisions sit on engineered fill placed during development, which is usually good material but is sometimes still settling on the most recently platted phases. In both cases the check is the same steel probe after each lift, and in both cases the failure we are called back to fix by other people's work is a base that was never compacted at all.

Choosing a pattern for a wide St. Cloud drive

Lots here are generally wider than in Kissimmee's older subdivisions, and a wide paver field shows pattern more than a narrow one does. A forty-five degree herringbone is our default in the driving and turning area because of the interlock, but on a drive over about eighteen feet wide the field can carry a change: a soldier-course border with a banded grid, or a running-bond field with a herringbone apron where the turning loads concentrate.

That is a design choice with a cost attached, since every band and border is a line of cuts. We show the options with the waste factor attached to each rather than quoting one number and choosing the pattern later, because the difference between a plain field and a banded one on a wide drive is real money.
