Osceola County for concrete and paver work
Osceola County is three permit regimes (City of Kissimmee, City of St. Cloud, unincorporated county), one dominant soil family (Smyrna, Myakka and Immokalee fine sands with a wet-season water table about 12 inches down), one rainy season (June through September, 14 to 18 rain days a month at the Kissimmee 2 station), and dozens of HOAs and community development districts that review anything you can see from the street. Where the lines run: downtown Kissimmee, the lakefront, the Vine Street and John Young Parkway corridors and the Osceola Parkway annexations are city; Buenaventura Lakes, Bellalago, the Pleasant Hill corridor, Poinciana, Celebration, Harmony, Narcoossee, Reunion and ChampionsGate are county; St. Cloud's limits take in the historic core, the Nova Road and Canoe Creek corridors and parts of the Narcoossee communities. The Permit & Jurisdiction Finder checks an address against the Census boundaries. HB 803 (effective July 1, 2026) exempts single-family work valued under $7,500 from a building permit with a written request, with exclusions for structural, electrical, plumbing, mechanical, gas and flood-zone work (Florida's $7,500 Permit Exemption (HB 803) and Small Concrete Jobs).

The county's flatwoods sand is fine to build on when it is proof-rolled, compacted and drained; it fails when a slab is poured flush on it with a downspout at the edge. Live oaks in the older neighborhoods lift slabs; well irrigation outside the utility areas leaves iron stains. What we do with these numbers: June through September pours start at first light and are finished and covered before the afternoon storms; polymeric sand and sealers wait for a dry 24 hours; October through April is the season for big pours and stamped work. Verified criteria with section numbers: Association of Poinciana Villages (APV) (APV Design Control Board), Solivita, Celebration (CROA) (CROA ARC), Bellalago & Isles of Bellalago. Communities where we work through the management company's form but have not published written criteria: Tapestry, Storey Lake, Windsor Hills, Emerald Island, Reunion (Artemis, Greystone, Southwest), ChampionsGate, Harmony, the Sunbridge associations. What is under the county
USDA Soil Data Access lists Smyrna fine sand as the largest map unit in Osceola County at about 188,635 acres, followed by Myakka fine sand at about 122,954, open water at about 97,698, Immokalee fine sand at about 70,229, depressional Basinger fine sand at about 47,191, Basinger fine sand at about 44,637, EauGallie at about 42,853, ponded Placid at about 38,664, Samsula muck at about 27,882 and Malabar at about 27,596.
Almost all of those are flatwoods soils and almost all are poorly drained. Smyrna, Myakka, Immokalee and EauGallie carry a wet-season water table that comes within about twelve inches of the surface; Basinger is nearer six; the depressional and ponded phases sit at the surface. That single fact drives most of what we do differently here: compacted base, positive slope, designed drainage, and raised slabs on the low lots.

Growth, and what it means for flatwork
Osceola County has been among the faster-growing counties in Florida for two decades, with an estimated population around 481,700 in 2025 and more than half of residents identifying as Hispanic or Latino according to Census data. For a flatwork contractor that shows up in two ways. The housing stock is bifurcated between subdivisions of the 1970s to 1990s whose original driveways are now failing, and subdivisions of the last decade whose owners are adding patios, pads and pool decks to new houses.
It also shows up in language. A meaningful share of the homeowners we quote prefer to discuss the work in Spanish, which is why the estimate form asks for a language preference and why a Spanish section of this site is under consideration rather than dismissed.

How wide can a residential driveway be in Osceola County?
24 feet in unincorporated Osceola without a conditional use, under Code §22-50.6(a); the same section requires a county driveway permit for construction or widening. Inside Kissimmee and St. Cloud the city engineer reviews width with the application.
Which building code does Osceola enforce?
The 8th edition (2023) Florida Building Code and the 2020 NEC, effective December 31, 2023, with no local amendments to the building code (Building Office FAQ).
How long does a residential permit take?
Osceola's plan review normally takes 3 to 5 days once the application is complete; Kissimmee's driveway application at least 2 business days for review and 2 more to issue after payment.
Do I need a Notice of Commencement?
In Osceola County, for any project valued at $5,000 or more, recorded at the courthouse before the first inspection.
What soil is my lot on?
Most of the county is Smyrna, Myakka or Immokalee fine sand; lakefront and slough lots are Basinger, Placid or muck. We look up the map unit and probe on site.
